Any ideas on how to adjust this rear KLR650 shock ?

Can you get a spring compressor on it, compress the spring then adjust by hand, if no spring compressor you may be able to compress it with a small ratchet strap:nenau

Good bit of what's usually described as lateral thinking there....:thumb.

I have a hinged C spanner - one of those might afford better access. Kawasaki are bit guilty of this. I remember a friend once telling me that he had to remove the rear shock on a ZZR600 to change the spring preload.
 
I wonder if lifting the back wheel off the ground might take the loading off the spring and allow you to shift it by hand?
It looks clean enough to not be seized
