It appears that X=30mm. One of mine is about 29 and the other about 31 so I guess there's a bit of tolerance.

Is there any actual purpose to the slots on the back that i use to bungie things to the back of my bike? or are they just that, points to attach stuff with bungi cords?!

Yes, as Greenman says you'll need to do some fiddling You need the screw low enough so that the weight of the pannier is taken on the hanging tabs on the pannier, not on the adjusting screw, but high enough that the lock mechanism will function properly so that the pannier is retained securely. When you've got them just right you'll find the pannier will need a bit of a wobbling around to get it to seat correctly, then will be solid when locked on, even maybe needing a slight downward pressure to engage the lock mechanism.

You shouldn't need threadlock as they have locking nuts on them.
