Only brcause she identified herself as the driver, in Scotland (unlike England and Wales) there is no legal requirement for the registeted keeper to provide any information as to who may have parked the vehicle.
Any claim of contract rest solely with the driver and not the registered keeper, whom they can go identify.
So £100 for parking and £23,900 in charges.
