I've had a new tps fitted after winter due to failure on it it's now 2 months after fitment and the rpm seem to flutter between 1k and 1.2k to the point of when at junctions it sometimes when I want to go it stalls (not all the time) I've done the carb sync with the throttle( turn on twist grip a couple of times turn off ) but didn't do a thing can I sync the throttle bodies with a standard set of vacuum gauges?

I think you turn ignition to on, slowly go from zero to full throttle 3 times. Turn ignition off. Then sync throttle bodies with a set of vacuum gauges, warm up to normal running temp, run up to 3500-4000 rpm adjust to balance throttle bodies as best you can.
Apologies if I haven't got this right.

Not sure what model you have but ideally isolate the stepper motors so the. Bike doesn't electronically try to correct your adjustments
