I was involved in a working party about 25 years ago when the 'safety' cameras were first being brought out, back then it was about only siting them in areas where there had been numerous very serious and fatal RTAs where excessive speed had been the main cause. Trigger settings were also fairly generous in those days as well, and letters of caution were often sent instead of NIPs.
