Tool Tube - help with fitting

Looking for ways to put one of these tubes onto the pannier racks of my GSA LC.
Preferably without having to use a drill.

18mm is the size, I ordered 18 & 19mm, the larger ones fit but are a tad loose..
saves wasting ££
