Oh the Irony - The unstoppable - stoppable

Ive had a car door locks freeze solid. Driver's door would not open. Passenger door opened but lock stuck open so door just bounced off the rubbers making no attempt to latch.

I had to drive with a bungee cord holding the door shut until the interior warmed enough to thaw the lock. (VW Passat Mk 3).

A bag of warm water placed over the bike ignition lock would do the same job - like a mini hot water bottle.
 
If its susceptible to freeze it might be a good idea to cover the lock with a thick waterproof membrane when parked up to insulate and protect from water and frost damage
 
Worst case fix is remove the lock wash out with WD40 to shift any water and leave to dry somewhere warm. After that keep the lock covered when bike is parked outside.
