Telelever inner seal spacer orientation

Does anyone know the correct orientation of the spacers that sit inside the inner seals of the telelever? They have a chamfer on one side and a flange on the other. Does one fit the seal then insert the spacer, chamfer side first, or does one fit the spacer flange first into the telelever, then hold it in place by inserting the seal?

The fiche seems to imply the latter method, as do the witness marks on the engine, but from an engineering assembly perspective, the former method seems more normal.

Anyone know for sure?
