He's cut the Vario pannier lug off and didn't make a very good job of neatly finishing it off :blast

If they are of any use to you then you can have them for £25 delivered

Hate riding round with bits missing. I'll modify these a bit more to tidy them up and fit them. My unmolested ones can go back on the bike when the time comes to sell it.
