Exhaust flappy thingy

I,m just on with re fitting my lowered and fully serviced from Denzo shocks. My question is, should the exhaust flappy valve be open or closed. The exhaust is cold and the flap is open, I can't move it with my fingers. Is this normal.

The resting position is open. You won't move it, unless you take the cables off that go to the servo. But if you switch the ignition on, the flap will close and then open again, if it doesn't it is stuck
 
I.ve turn the ignition on and off. No movement on flap but I can hear the motor trying to engage. Is it stuck open. ?
