1250 GSA fork top nut

I have dropped my fork tubes from the triple clamp so that I can re route cables for ROX bar risers.
I need to re tighten the fork top nuts that sit under the black plastic caps - could someone post the torque figure please.
Also the fork tubes have rotated during the process - does it matter what position they go back in. There is a small torx screw in each fork leg just below the 22mm hex where you apply a spanner to stop rotation. I dont know if it matters what orientation this small screw is in (is it a bleed screw ?)
