Led.
Hids are fine but the delay to reach max brightness is an absolute pain on high beam.
I used to have hids in both but changed the high beam to led as soon as they became available. Hid still fine in dip beam. All of the above assumes your chosen lamp gives a good and correct beam pattern.

To see or be seen ? I'd go with something like Denali to use as a pukka lightsource...or just buy some cheapo ones to use as DRLs
