Sometimes going on rides, I still see some pooled water at the leftside muffler end.
My 2010 HDI model Electra Glide has this cable operated flap valve in the right side downpipe after the leftside crossover to the left.
It is in the open position (photo) when parked.

It has either seized up or not functioning from either end. The actuator is under the battery tray and the valve as mentioned above.

Has anybody else had similar problems?

Also can someone explain its function?

Update:
I unhooked the cable and the flapper moves easily in the downpipe.
So for now assuming the actuator under the battery box may be faulty.

The Actuated Valve serves the same Purpose as that in the Twin Cam Beemers, to allow the Bike to pass Noise Emission Testing.
Disconnect and Remove the Actuator and Wire the Flap Open.
