Looks pretty bad up there, water wise

Leighton is a bit better off, but I guess doesn't have the population usage of Scar House
 
Is it Scar House that has an abandoned village beneath the surface, which becomes visible when the water gets very low?
 
You may be thinking of Thrusscross reservoir in the Washburn valley. The village of West End was flooded here & remains can been seen when the water level is extremely low.

Many/most reservoirs have some abandoned buildings/churches in them. It was the nature of the land they were built on...valleys with streams/rivers, so a water supply meant some form of habitation was pretty much inevitable.
