So let me get this right. I want the biting point nearer to the handle bars so the plunger needs to be turned clock wise so it goes further into the mechanism ?
No. You need to shorten the distance between the round end of the plunger and where it screws through the lever pivot.

It’s best to treat this adjustment as fine tuning to the available lever preset positions IMO.
 
Ideally You shouldn't adjust lever span with the pushrod, it will affect the micro switches and cause the levers to float back and forth due to excess slack,
