Why are some people saying they are using 75W-140 oil rather than 75w-90?
Is it better?
Is 75w-140 now the recommended grade for gearboxes and FD's?

Personal choice I suppose, but as there is very little in the way of a price difference and 75w-140 is better AFAIC, that's what I will use.Its your own choice.
 
BMW reduced the FD oil level because they were getting warranty claims for oil leaks that were actually breather blow-by.
But the original design called for 200ml and most drives behave fine with 220ml.
Running with a low oil level risks accelerated bearing wear in the long term but it won't cause many short term oil "leak" warranty problems.
Simple fix use less oil.
Running a high oil level risks the breather blowing out some oil but it's frankly not a big issue. Mine has 220ml and leaked only when I forgot to fit the speedo sensor O ring.
Mikey repairs a lot of worn final drives so should be well placed to spot those caused by under lubrication.

The original design was 240 new, with 220 after.
